External Fiscal Services
External Fiscal Services is a department within the Business
Services Division and the Director reports to the Assistant
Superintendent (CBO). Offices are located in the main
Administration Building at 3350 Education Drive and Highway
One, directly across from the San Luis Obispo (Cuesta) Community
College District.
The Director is responsible for the fiscal solvency monitoring
of the 10
school districts and three Joint Powers Agencies (JPAs)
spread throughout the County. Fiscal monitoring is completed
with the use of guidelines provided through numerous federal
and state regulations, including AB 139 and AB 1200 oversight.
In addition to all school entity budgets the External Fiscal
Services staff provide financial management assistance and
review of non-voter approved debt issuance, collective bargaining
and a countywide pooled financing for Tax Revenue Anticipation
Notes (TRAN). Various forms have been developed to aid our
school accounting professionals to report consistently and
completely to the County Superintendent.
External Fiscal Services staff performs a range of business
services under contract for various school entities to include:
- Schools
Insurance Program for Employees (SIPE) - a worker's compensation
self insurance JPA
- Pleasant Valley Joint Union Elementary School District
The Director serves as the Fiscal Agent for SIPE JPA, reporting
in person to the Governing Boards of both agencies at their
regularly scheduled meetings.
Apportionment funds from state and federal agencies received
directly or through the San Luis Obispo County Treasurer's
Office are distributed and posted pursuant to agency direction
to the 10
school districts, the SIPE JPA and the Bellevue-Santa
Fe Charter School by department staff members. Further information

Training for school entity business staff members is provided
by department staff members on a one-on-one or an as-needed
basis and through Quarterly Accounting Workshops and a Year
End Workshop. Chief Business Officials for the schools meet
once a month to discuss current issues and accounting practices
on the third Friday at various sites.

and solvency of all school entities within our County.
