At the San Luis Obispo County Juvenile Services Center, standard educational programming is expanding through a vital series of community partnerships. Organized through the San Luis Obispo County Office of Education (SLOCOE), the arts outreach program brings guest performers, musicians, and career mentors directly to justice-involved youth.
The program aims to give students enriching, hands-on experiences they might not otherwise have access to, while helping them discover new talents and explore potential career paths.
Expanding Horizons and Bringing the Outside World In
For many youth in the facility, barriers such as frequent school absences or a lack of family resources have prevented them from participating in typical extracurricular and cultural events on the outside.
Jennifer Saucerman Salinas, Classified Coordinator for Justice Involved Youth, emphasizes that these programs are designed to provide students with the same rich, typical teen experiences enjoyed by their peers:
“We just want to try to bring as much of that in here and make this as much a typical school experience as well. You know, they deserve to still have all of those experiences that their other peers are having right now… We want them to still have the typical teen experience.”
To broaden student perspectives, Salinas brings a diverse range of visitors to the center:
- Hands-on Music Exploration: The program brought in a “Music Van” where youth interacted directly with classical instruments, trying out the violin, cello, and various wind instruments.
- Live Classical Performances: The Seashore Trio—featuring violin, oboe, and electric piano—performed live for the students. While classical music was unfamiliar to many of the youth, students warmly received the performance and expressed how much they enjoyed the music.
- Career and Community Mentorship: Visits have included local barbers demonstrating their trade, alongside college organizations like BIGIE (Beyond Incarceration Greater Education) that share paths toward higher education.

“Giving 200%”: Musician Louie Ortega Shares His Journey
Local musician and performer Louie Ortega recently visited the facility to perform, speak with students, and share his life experiences. Reflecting on his visit, Ortega noted that sharing his music with young people is a mutually inspiring experience.
Ortega recalled how a pivotal field trip in junior high school to see an orchestra in Monterey—dressed in a new suit and brown wingtip shoes bought by his parents—sparked his lifelong emotional connection to live music. Growing up in a household filled with country and Hispanic music, Ortega learned to appreciate diverse musical genres and melodies from an early age.
During his session with the youth, Ortega emphasized the importance of dedication and creative expression:
- Giving Maximum Effort: Ortega encouraged students to give 200% to whatever occupation or passion they choose to pursue in life.
- Connecting Music and Mind: He highlighted the value of arts education, noting that music is deeply linked to mathematics and engages both the left and right sides of the brain for creative thinking.
- Recognizing Individual Gifts: Reminding students that everyone possesses unique talents, Ortega shared his plan to continue sharing his gift of music, stating, “Once you find your place and your gift, then appreciate it because everybody has a different one.”
Building a Safe, Supportive Environment
The success of these visits relies heavily on the collaboration between educators, volunteers, and probation staff. Juvenile Services Officer Hernandez explained that Juvenile Service Officers play an active role in facilitating these events to ensure a safe, supportive setting.
Officers serve as a bridge between the youth and visiting community partners, helping facilitate workshops alongside the volunteers. Officer Hernandez noted that hearing outside guests share their personal struggles and triumphs provides powerful motivation for the youth, helping them see positive possibilities for their own futures beyond past mistakes.
Ultimately, the program serves as a reminder to students that their current circumstances do not define their future. As Salinas shared, the goal of the facility, staff, and community partners is to show the youth that they are supported and seen for their potential:
“We don’t want them to think that just because they end up in a place like this that this is their life forever. That there’s plenty of opportunities and people who have lived their experience too who have made amazing things for themselves.”
